WOMEN AND CHILD DEVELOPMENT DIVISION- SCHEMES AT A GLANCE
The Women and Child Development Division is one of the vital Divisions of the Social Justice, Empowerment and Welfare Department. The Division is the nodal agency for all issues concerning women and children. The Social Justice, Empowerment and Welfare Department is moving forward towards a paradigm shift in its approach to social sector issues which were earlier welfare oriented but now look at holistic empowerment, especially of the marginalized and disadvantaged sections. The emphasis continues to be an empowerment and development of women, adolescent girls and children in all spheres of life.
The Government has formulated and has been implementing various schemes and programmes for the welfare and development of women and children in the State.

WIDOW REMARRIAGE SCHEME :

Widow Remarriage Scheme is a state innovative program with the objective to raise their social status and ensure social security. Incentive of Rs 30,000/- is given per couple to re- marry in the society.

ONE STOP CENTRE |
OSC is established at 5th Mile, Lumsey to provide service to in distress women effected by violence in private and public space within the family community and at the workplace facing physical, sexual, emotional , psychological and economic abuse irrespective of age, class, caste education status, material status race and culture will be facilitated with support and redresser. Aggrieved women facing any kind of violence due to attempted sexual harassment, sexual assault, domestic violence, trafficking, honor related crime acid attacks or witch-hunting who have reached out or been referred to OSC will be provided with specialized services. Women Help Line is situated at 5th Mile Lumsey behind the Office of Social Justice Empowerment and Welfare Department. To provide toll-free-24 hours service to affected women by violence seeking support and information. To facilitate crisis and non crisis intervention through referral to the appropriate NGOs such as Police/Hospitals/Ambulance services/ District level service Authority (DLSA) Count Under this scheme will support all women including girls below 18 years of age affected by violence, irrespective of caste, class, religions,, regions, sexual orientation or marital status. SIKKIM STATE COMMISSION FOR WOMEN |
The Sikkim State Commission for Women is a statutory body and was constituted vide Notification. No 11/LD/2001 dated: 12.11.2001. The primary mandate of Sikkim State Commission for Women is to seek justice for women, safeguard their rights and work towards women empowerment. Any complaint on abuse of women, violation of women rights, social assistance may contact in given numbers. |
The Women Commission also provides assistance to those women who are victims of domestic violence, sexual abuse, dowry and trafficking. They are also provided legal aid facilities through State legal Aid Service Authority.

INTEGRATED CHILD PROTECTION SCHEME The Scheme, was launched in 2009, by the Government of India in partnership with the State Governments/UT Administrations, to provide financial support for implementation of the Juvenile Justice (Care and Protection of Children) Act, 2000, to strengthen prevention of child rights violation; to enhance infrastructure for protection services; to increase access to a wider range and better quality of protection services; and is continuously drawing focus on the right of all children to be safe. The State of Sikkim signed anMoU with the Government of India in 2011. |

It is the fundamental unit to monitor and implement the Scheme in the State and also to ensure effective implementation of the Juvenile Justice (Care and Protection of Children)Act,2015 in the State and other legislations and policies for child protection in the State. 2. State Adoption Resource Agency
|
ICPS provides for establishing of a State Adoption Resource Agency in every State to coordinate, monitor and develop the work of adoption in the State in accordance with the Laws & Guidelines of the Supreme Court of India and Government of India and to support CARA in promoting in-country adoption and regulating inter-country adoption. At present, there are nine adoptions done/under process as per the Adoption Regulations, 2017 in the State. |

It is the final authority to dispose of cases for the care, protection, treatment, development and rehabilitation of children in need of care & protection and to provide for their basic needs and protection of human rights. There are two CWCs in the State- one in Namchi for South and West Districts and another in Gangtok for North and East districts. There are 4 JJBs in each district of the State to deal with matters relating to children in conflict with law. |

The scheme supports the creation of new institutional facilities and maintenance of existing institutional facilities for both children in conflict with law and children in need of care and protection. In Sikkim, there are total 26 Child Care Institutions (CCIs) out of which 14 are Children’s Homes, 2 Juvenile Observation Homes, 3 Open Shelter Homes, 2 Special Homes for children with special needs, 1 Home for children in Substance Abuse and 4 Specialized Adoption Agencies.
