Introduction
The Scheme aims at helping the disabled persons by bringing suitable, durable, scientifically-manufactured, modern, standard aids and appliances within their reach. The estimates, according to Sample Survey conducted by NSSO in 1991, indicate that there are about 16.15 million persons with various types of disabilities in the country. Their disabilities restrict the opportunity for their economic and social growth. In addition, about 3% of the children below 14 years of age suffer from delayed development. Many of them are mentally retarded and cerebral palsied and require some aids/appliances to attain the capacity for self-care and independent living.
The main objectives of the Scheme is to assist the needy disabled persons in procuring durable, sophisticated and scientifically manufactured, modern, standard aids and appliances that can promote their physical, social and psychological rehabilitation, by reducing the effects of disabilities and enhance their economic potential. The aids and appliances supplied under the Scheme shall conform to BIS specifications to the extent possible.

District Disability Rehabilitation Centre (DDRC) under Social Justice Empowerment and Welfare recently concluded their Awareness Generation-Identification-Assessment and Free distribution of Aids and Appliance camps in six different District Hospitals and PHCs across the state, covering all the four districts, the number of people registered at different camps are Geyzing-128, Dentam-111, Mangan-101, Namchi- 145, Yangang-131 and Singtam-219.

Total of 239 new Disability Certificate and Identity card were issued at the camp, Aids and Appliance distributed free of cost on recommendation of the Medical Authority were Hearing Aid(BTE), Wheel chairs (Large/Small), Axillary Crutch, Elbow Crutch and Walking Stick

A District Disability Rehabilitation Centre (DDRC) has been located at the STNM Hospital Complex, Orthopaedic Department, Gangtok which was established in the year 2000. The Centre has trained, Specialized Technicians, Special Educators, Mobility Instructors, Physiotherapist and Audiologist. This centre has been functioning towards the rehabilitation of the disable people in the State. Aid and Appliances viz; Walking Stick, Crutches, Wheel chairs, Hearing Aid, Artificial Limbs and Callipers are distributed and fitted to the Persons with Disabilities under ADIP Scheme. Disability Information Line (DIL) was launched officially on 3rd December 2011 at the premise of STNM Hospital, Gangtok to provide requisite information for the benefit of the disabled persons. Any disabled persons seeking information for the benefit provided by the Department can inquire in this helpline number: 03592- 201228.
During the year 2012-2013, a sum of Rs. 7.25 lacs has been released by the Ministry of Social Justice & Empowerment as grant-in-aid for organizing disability camps vide letter no. 4-3(76)/2011-DD-I (NGO) dated: 28.03.2013. The Department conducted five camps in each District ie., at District Hospital-Singtam, District Hospital-Mangan, District Hospital-Gyalshing, District Hospital -Namchi and Primary Health Centre – Sombaria. A total of 1443 beneficiaries have been benefited from these camps as under:

The Government of India has been implementing the scheme of Post-Matric scholarship to students belonging to Scheduled Tribe. It aims to provide financial assistance to students belonging to Scheduled Tribe for pursuing post matriculation courses through recognized institutions.

The eligibility criteria/ documents required are:

  1. Sikkim Subject/ Certificate of Identification.
  2. Scheduled Tribe Certificate
  3. Marksheet of last examination passed.
  4. Aadhar card.
  5. First page of bank pass book.
  6. Income Certificate (below 2.5 lakhs)
  7. Fees receipt and hostel proof

  6. Ration Card of the Category PHH/AAY (BPL Certificate)
  7. Aadhaar Card of Applicant

The state government has launched the Scheme for “Grant of Incentive to couple for Inter Caste Marriage. The couples should fulfill the following eligibility conditions/criteria:-

  1. Scheduled Caste Boy/Girl married to Non-Scheduled Castes.
  2. Couple should have been married on or after 1st March, 2002.
  3. Girl must be between the age of 18 to 30 years and the boy between 21 to 35 years of age at the time of marriage.
  4. Relaxation of age upto 40 years will be given in case of Re-marriage or Widow/Widower.
  5. Marriage Certificate issued by DC/SDM duly attested.
  6. Birth Certificate of both the spouses issued by the competent authority or School Certificate showing Date of Birth duly attested in case of candidates not having both the certificates, attested copy of Voter’s Identity Card for the Age Proof.
  7. Sikkim Subject / Certificate of Identification duly attested.
